I started a NF Mesmer who is now lvl 19. I thought I'd take her to Old Ascalon and work through some quests for skills - however I can't see anyone offering quests.

Is there something I need to do to activate them or am I just unable to get these "free" skills? Seems a huge advantage for Tyria charactors if that is the case.

I think they disabled quests there because they'd be way too easy for all those high-level Nightfall characters, and so that people can't just get all the exp without having any challenge.=P

As a foreign character in the areas before lions arch you're only able to do the missions (for protector titles) and not the quests. It's the same with Elona and Cantha.

In Prophecies you get some free skills as quest rewards. In Factions and Nightfall you get more skill points as rewards so you can purchase the skills you desire. It is fairly balanced, other than the cash you spend on skills.

Old Ascalon quests (before Yak's Bend) and Northern Shiverpeaks (before Kryta) there are no quests that you can have. The very first quest you can have is goto Kryta quest at the end of the cave between Becon's Pearch and Kryta. Go from LA to the cave and talk to the Ranger there. Then you just leave the cave and talk to the guy outside of the cave (enroute to Kryta). Do not bother talking to the guy on the other side of the cave where the Ettins and Centaurs are. Just the guy at the rez shrine where the wondering ettins are (just take a few steps forward from your entrance in the cave).

Quests are available in LA and beyond. The reason for this is because the quests and mission prior to LA are considered (useless as the story takes place once you land in LA. Thus, no quests are available before Kryta.

There is a quest in the swamp north of Kryta.

Quests after Kryta (including the swamp) do contain quests that give your free skills.

You also won't get XP for the pre-Lion's Arch missions, just credit toward Protector.
